In this thesis, there are different approaches to describing the principles of creating an educational quality management system, but in general they are united by one idea - such a description should be based on a general conceptual model of management. In a broad sense, management is a function of complex structured (biological, technical, social) systems, maintaining their structure, operation and sustainable development mode, realizing system goals. Management is only an attribute of social systems, it exists only in organizations. In the narrow sense of management, organizational structures and management bodies that perform management functions are studied. In the interests of effective management, it is necessary to clearly define the structure of the management system and the interdependence of its links. In general, the solution to this problem is called structural management. In addition, it is necessary to determine and form such characteristics of the system and its subsystems that they can perform their intended tasks. This is achieved through parametric control. We consider the so-called situation management tasks of solving situation management tasks related to the system's response to changes in the external and internal environment.
