Abstract

This article explores the interplay between civil status, family relations, and the urgent need for robust legal mechanisms to combat domestic violence in Uzbekistan. By analyzing the legislative framework, including the Family Code and recent 2023 criminal reforms, this study examines how civil registration—or the lack thereof—influences a victim’s ability to seek legal protection. The research highlights the transition from administrative to criminal liability for domestic abuse and identifies persistent barriers such as rural under-registration and the cultural emphasis on reconciliation. The findings suggest that strengthening the civil registration system and digitalizing response mechanisms are essential for fostering an equitable family law framework and ensuring the physical security of marginalized groups.
