Abstract

This article examines the constitutional basis for restricting citizens' rights during public events from a security perspective. It highlights the balance between ensuring public safety and respecting individual freedoms, analyzing international practices and national legal frameworks. Recommendations are provided to ensure that such restrictions remain lawful, proportional, and necessary.
